New cluster and problem completely solved. I guess the MK1 owners will confirm that the power sockets and any interior lights left on also go off after 20 minutes as part of the battery saver system. MK4 Mondeo has similar system but it did have a bug in the firmware that did keep the instrument cluster powered on the odd vehicle even after the battery saver circuit operated.
